Am I right in I disagreeumption that surveyers cannot be hired on a planet you don't own a colony/city on? (logically there is nobody there to hire them, nor them to hire.)

True I believe, unless you hire a survey company which you previously used seed money to create. They can be hired to explore other worlds, something which I have done from time to time for efficiency.
