Can you use the command Hire Surveyors and then under it have them survey on 1 turn sheet? or do you have to hire them one turn, then wait till next to use them? I believe this goes for many things. I'm guessing no...just curious...

I'm guessing no...just curious... you can use them the same turn you're hiring them ^^ One turn sheet: Hire Surveyor sampplanet = 5 Surveyors Survey sampplanet = (14,8) Survey sampplanet = (3,12) Survey sampplanet = (4,12) Survey sampplanet = (5,12) Survey sampplanet = (3,8) Edit: and welcome

much appreciated Is this a Carte Blanche for other things as well? Ex. Moving ship to area and attacking (if everything is known) Orbit a planet and scan/teleport it within the same turn turn? Lock a ship on a station and assault same turn?

You can do most any action in the same turn. Like you could orbit a planet scan, orbit the planet's moon, scan it, orbit the planet's second moon and scan it. There aren't any limitations to actions.
However, please remember that the way the game works, is that when you are submitting your turns, those commands represent your orders at the start of the month(turn) and the turn report represents the status of your empire at the end of the month (turn). So for example a Research lab takes only 1 turn to build, so if you give the command to build it on your turn, it will show up on your turn report because from the time the order was given to the time of the report 1 month (turn) has passed. You couldn't say give the command to build the lab followed by the command to hire the scientists and then research because the lab isn't ready, it takes the whole turn to build.
