ok, the manual talks about building scout sized ships using a planet's manufacturing facilities, it also states that the ship's components must be made first. Now my question is, if we tell a manufacturing planet to build all the parts for the scout ship on a turn, can we also give the assemble command on the same turn, or do we have to wait to have the parts manufactured and in storage before giving the assemble command?
(can anyone tell this is my first turn? ^.~ )

You can give the assemble command in the same turn provided you have not reached the maximum amount of items you can manufacture in that turn.

nifty ^^ specially as I've decided i like the scout sized ship though the line on pg 40 of the manual it says "The Assemble ship command does not use the Manufacturing Facility so it doesn’t use up a spot in the manufacturing run." which would seem to conflict with your comment, though i thought this line in the manual seemed kinda odd IMO as it looked to give work done without using any work providing things. ^.~ bug in the manual perhaps?

*comforts* that's ok, this is a big game ^^ I wouldn't expect you to have everything perfectly memorized... specially as i don't plan on memorizing it myself ^.~
