Land and water capabilities

Are surveyors able to survey water squares or are they restricted to only land?

If so, can I assume you can "mine" underwater?

Some of my military facilities are setup on "water" squares, so I assume they can be built on both land and sea, but what are some of the others (aside from cities)?

First about the surveyors. They can survey any type of terrain except molten (nothing can survey them as there is no point). The game assumes that if they are to survey the ocean floor they will requisition the vehicle and equipment needed for the job without having to bother you with it.

As for the facilities, all facilities can be built in water squares. The necessary modifications are automatically done without you having to bother about it. Cities are the only building types that have a specific water type. So you can't put a Normal City in a water square.
